The purpose of the final paper is NOT to propose the actual solution to the problem, but rather, to put forward a plan of how a leader would engage the public in developing a solution. In the first section of the paper, you will include your Problem Statement. For the remainder of the paper, you will build from what you learned doing the Activity and Infrastructure. Make sure to incorporate Homework #6 feedback from the instructor and your peers. In the next section of this paper, you will develop your Public Participation Plan.
